Crop Pattern

India is the largest producer & exporter of Basmati rice in the world. The production hovers around 1.0-1.5 million metric tonnes of which exports are steady at 500,000 mts tonnes.

Sowing Period June – August.

Harvest Period & New Crop arrivals: Sept - October.

Recent Trends & Developments

Due to a healthy domestic production and stiff competition from the traditional rival, Pakistan - Indian prices is ruling at a low price, which forced the domestic market to take a plunge by almost 30 %. Present prices are at a 5-year low. Quality for 1999-00 is superior compared to last year, which was affected due to incessant rain during harvesting time. Demand from the gulf market has increased due to price competitiveness and lesser quality claims due to assured quality.

Market Forecast for 2000-01

The forecast seems promising. Bumper Crop is estimated at 1.5 Mlt. The Quality is much better than last year, subject to no rainfall during harvest. The Price is anticipated to remain stable. The predictions are that the domestic market is likely to remain steady, while export demand is expected to go up.

NON-BASMATI RICE 

India is the second largest producer of rice & the fourth largest exporter in the world. Although it has the world's largest acreage to the tune of 43 million hectares, the average productivity is as low as 2.9t/ha compared to average world yield of 3.8 t/ha. This stands far below China & USA's average yield of 6.3 – 6.6 t/ha.

Out of its total production output of 82 million tones (1999-2000), almost 95% is consumed locally and only 5% is exported. This just contributes to 11% of the global trade (2 million tonne exports vs. 18 million tonnes of global trade).

Recent Trends & Developments

The year 1999-2000 witnessed a dramatic fall in Indian rice exports by over 51%. Reasons attributed to this fall are mainly weak international prices, annual hike in minimum support price, stringent levy system for buffer stock & a steady rupee vis-a-vis other competition like Pakistan, Vietnam and Thailand.

Indian rice is facing a stiff competition from other origins.

The new crop from South India, in Andhra Pradesh is a bumper crop and quality is well accepted in overseas markets. The long grain variety of IR-64 and medium grain rice variety of 1001 is well appreciated in the markets of Africa, Bangladesh and Sri Lanka. FCI procurement is almost at a completion stage. Prices opened at a competitive level - attractive for overseas markets.

Regular shipments are exported to South Africa & Middle East in containers & break bulk.

Market Forecast for 2000-01 The forecast right now is quite promising. Bumper Crop is estimated at 88 Mlnt due to favourable monsoon conditions, improved acerage & better yield. Quality is expected better than last year particularly in Punjab, Haryana & the UP belt. FCI will face a difficulty in procuring such large arrivals from October as currently buffer stock is at 15 million mts compared to target limit of 10 mlnt - a surplus 5 mlnt. Godown space shortage will add more concern for Government. The Ministry is working on a proposal to liquidate the surplus stock in the open market at a competitive price. Demand from Africa should look up from October '00 & the prices will be set with the prevailing Thai & Vietnam rice trading pattern.
